PRESS CONFERENCE – Baltimore City Council President candidate Carl Stokes will call on Governor Hogan to issue an executive order making Universal Testing for the COVID-19 virus available for all African American Marylanders. Stokes proposes the state use a network of pharmacies as easily accessible testing sights. The African American community has been disproportionately impacted by the virus.
